Subsidy criteria in effect since July 1, 2023:

  • Maximum assistance of Rs 130,000 for families with a basic monthly income not exceeding Rs 15,000.
  • Maximum assistance of Rs 100,000 for families with a basic monthly income of more than Rs 15,000 but less than Rs 20,000.
  • Maximum assistance of Rs 75,000 for families with a basic monthly income of more than Rs 20,000 but less than Rs 30,000.

Eligibility criteria:

  • The applicant must not already own an existing house (with a slab) with an area of 100m² or more.
  • The household’s monthly basic income must not exceed Rs 15,000 to qualify for a maximum subsidy of Rs 130,000, must fall in the range of Rs 15,001 to Rs 20,000 for a maximum subsidy of Rs 100,000, and must be in the range of Rs 20,001 to Rs 30,000 for a maximum subsidy of Rs 75,000. The applicant must provide supporting documents for their income.
  • The applicant must submit the property title or lease of the land or the right to build upward, as applicable, along with a copy of the building permit issued by the relevant authority.

Disbursement of subsidies applies to houses under construction (beam area) of 100m² or more but less than 150m². The amount payable for houses under construction (beam area) less than 100m² will be calculated proportionally. The payment will be made after the inspector from NHDC Ltd certifies that the beams have been cast. An additional 15% is considered for the borders.

The area of the house under construction (beam area) must not exceed 150m², including any existing parts.

Financial assistance also applies to the replacement of an irreparable slab (after verification by an engineer from NHDC Ltd) or casting a slab on an upper floor.

A complete housing unit includes a kitchen, a toilet, a bathroom, a living room, a dining room, and bedroom(s). The area of the house plan must not exceed 150m².

For those earning less than (or equal to) Rs 15,000 monthly, the total amount of loan(s) contracted must not exceed Rs 750,000. For those earning more than Rs 15,000 and less than Rs 20,000 monthly, the total amount of loan(s) contracted must not exceed Rs 900,000. For those earning more than Rs 20,000 and less than Rs 30,000 monthly, the total amount of loan(s) contracted must not exceed Rs 1,350,000.

If the applicant is not the owner of the land, they must be duly authorized by a family member (parents or grandparents). The applicant must be a direct heir of the first or second generation only.

Families who have received houses with tin or concrete construction and tin roofs from NEF, as well as families living in ex-CHA houses containing asbestos, will be eligible for this government grant.

Procedure:
Any family wishing to benefit from this financial assistance must contact NHDC Ltd before preparing any construction plans for advice and more information before submitting their application.

The applicant must fill out a form available at NHDC Ltd and submit the following documents:

  • Birth certificates of the applicant and spouse (*)
  • Marriage certificate
  • National identity cards of the applicant and spouse
  • House plan
  • Land property title
  • Development permit
  • Building permit
  • Recent payslips and/or other recent income justifications for the household.
    (*) Unmarried or divorced individuals must provide a recent birth certificate (not exceeding 3 months).

NHDC Ltd will then proceed to verify the applicant’s eligibility.

Site inspection and payment:
After verifying the documents and after the applicant informs NHDC Ltd, through the ‘Beam Advice’, that the beams have been completed, an inspector from NHDC Ltd will visit the construction site to measure the area of the house under construction (beam area).

The payment will subsequently be made by NHDC Ltd only if the applicant meets all the above-mentioned eligibility criteria.

IMPORTANT NOTICE:
The public is informed that all stages of the procedure to obtain this grant are free. It is therefore advisable to report to the police anyone attempting to solicit money for any advantage.
Swearing a false affidavit under oath is an offense punishable by law. Those found guilty of such an offense are liable to a sentence not exceeding 3 years in prison or a fine not exceeding Rs 10,000 (Section 195-Court Act).
